The enjoyment of the highest attainable standard of health as a fundamental right of every human being was enshrined in WHO’s Constitution over fifty years ago. WHO strives to make this right a reality for everyone, paying particular attention to the poorest and most vulnerable. The human rights discourse provides a framework as well as a useful guide for analysis and action. The United Nations human rights mechanisms provide important avenues towards increasing accountability for health. Attention to human rights is growing worldwide. WHO is actively engaged in increasing its understanding of human rights in relation to health. WHO is learning from other United Nations agencies, the international community and other stakeholders. It is in this context that WHO has launched the Health and Human Rights Publication Series.
