This tool was developed by CARE's Senior Advisor for Rights Based Programming together with CARE's office in Uganda, to outline a scale of fulfilment of the CARE International Programming Principles. The scale, which goes from 1 to 5, has four horizontal rows for each principle. The first row looks at the conceptual understanding of the principle, the second row looks at the programmatic use of the principle, the third row gauges the organizational alignment with the principle and the fourth row looks at how the human rights aspects of the principle are being incorporated. The only exception is the Principle on Partnering, which doesn't have a row related to human rights. This scale is both flexible and a work in progress, and it should be modified to more closely reflect people's work or to incorporate some programming priorities not reflected in this scale (e.g. working with the marginalized).
