This concept paper is based on discussions at an ODI–organised workshop held in June 2001, and a follow–up visit to the World Bank the following month. It aims to explore the potential contribution of a human rights perspective to the development of policies and programmes that strengthen the sustainability of poor people’s assets and livelihood security. The paper reviews key elements in debates surrounding human rights, livelihoods and sustainable development. It then outlines a conceptual framwork for addressing issues of empowerment and poverty reduction – focusing on the specific context of the World Bank – supported by case study material. In conclusion, the authors say: · Rights matter, and a framework that focuses on rights helps policymakers to understand the power dimensions of development processes · For poor people to effectively make claims requires a number of complementary strategies and elements · Civil society is critical to the success of a livelihoods approach to sustainable development · The state can act as an enabler of livelihood–related human rights · Donor agencies can make a difference For more information on ODI's programme of work on human rights and poverty reduction, visit www.odi.org.uk/rights
