This report concerns the “punitive” or “educational" use of psychiatry inside orphanages in the Russian Federation. The Orphanage constitutes a form of a complete isolation from society for an orphan, and the conditions sometimes are very appaling, yet, maybe one of the most vicious and covered up actions against these vulnerable children is the implementation or continued use of psychiatric measures with the actual intent being disciplinary means. This report provides supplementary information on “Fourth and fifth periodic reports of the Russian Federation (CRC/C/RUS/4-5)” on the implementation of the CRC.
