Recommandations d'EUROCHIPS:

1. Privilégier les peines de substitution à l'incarcération pour les parents poursuivis dans la mesure du possible.

2. Faciliter les relations enfant-parent détenu par la mise en place de structures d'accueil appropriées.

3. Fournir un soutien psychologique aux détenus-parents pour qu'ils puissent aider au développement de leurs enfants.

4. Autoriser les enfants à visiter un parent détenu dans des conditions appropriées dès la première semaine d'incarcération.

5. Rendre obligatoire la formation du personnel pénitentiaire chargé de l'accueil des enfants en visite aux parents en détention.
