This report drafted by the Réseau des Intervenants sur le Phénomène des Enfants en Rupture (REIPER) provides additional information on the second periodic report of Congo Brazzaville on the implementation of the CRC. Congo is a young country where about 44% of the population is under 15 years. The phenomenon is more pronounced in rural areas ( 48%) than urban areas ( 41%).
The national legislative framework concerning the rights of children has improved during the last decade. Progress has been made to harmonize national legislation with international commitments, but much more needs to be done. The problem lies in the lack of enforcement, the lack of a national action plan for joint implementation and evaluation of various programs on children, the lack of coordination of actions etc. This hinders the changes, worsening poverty (54% in children) and jeopardizes the lives of children and thus the future of the country.
