Children's Ombudsperson
The Ombudsman Commission of Papua New Guinea was established by the Constitution of Papua New Guinea. The Commission is empowered to receive complaints from the public sector, conduct investigations at its own initiative, act as a human rights advocate, oversee police complaints and to investigate complaints of discriminatory practices. Nonetheless, in its Concluding Observations of 2004, the Committee on the Rights of the Child expressed concern at the absence of an independent mechanisms with a mandate to regularly monitor and evaluate progress in the implementation of the Convention and which is empowered to receive and address individual complaints.
