This report provides supplementary information on the Hong Kong Special Administrative Region’s 3rd and 4th reports on the implementation
of the CRC. It highlighted the absence of an independent monitoring mechanism to protect the rights of children. The lack of Child Policy and
Plan of Actions makes services and matters related to children derailed from the original purpose of the policies. The changing population pattern
between Mainland China and HKSAR deserves attention. Issues like child care, schooling, housing, social security, and integration are
challenges for children and families. High divorce rate, deteriorating children’s mental health, and children from deprived background also need utmost attention.
