Children's Ombudsperson
In its Concluding Observations of 2001, the Committee on the Rights of the Child noted the establishment of the National Commission on Human Rights and its sub-commissions, but expressed concern at “the absence of an effective and independent mechanism for monitoring the Convention [on the Rights of the Child]'s implementation”. The Committee urged the State to establish an independent national human rights institution in accordance with the Paris Principles “to monitor and evaluate progress in the implementation of the Convention” and to empower this body to receive and investigate complaints of violations of children's rights in a child-sensitive manner.
