Adopté le 11 juillet 2003, lors du second sommet de l'Union africaine à Maputo, au Mozambique, le Protocole exige des gouvernements africains l'élimination de toutes les formes de discrimination et de violence à l'égard des femmes en Afrique et la mise en œuvre d'une politique d'égalité entre hommes et femmes.
