La conférence internationale "Kids Behind Bars" a permis la rédaction de la Déclaration de Bethléem. Samedi 2 juillet, le dernier jour de la conférence, le président de DEI Palestine, M. Rifat Kassis, a lu la Déclaration aux participants.
