The training programme will among other topics include an overview of the international system for the promotion and protection of human rights, implementation and monitoring of human rights, and the role of international and regional organisations in the promotion and protection of human rights.

The Regional Programme on Human Rights will be held in Lund, Sweden, 21 February - 18 March 2005, with a follow-up training in Belgrade, Serbia and Montenegro from 19 - 23 September 2005.

The training programme will among other topics include an overview of the international system for the promotion and protection of human rights, implementation and monitoring of human rights, and the role of international and regional organisations in the promotion and protection of human rights. Special reference will be made to the situation in the Balkans and the CIS. The didactic approach in the training programme is interdisciplinary and involves aspects of law and social sciences.

The programme is organised and conducted entirely in English and consequently a high proficiency of the English language is required of applicants.

Location: Lund, Sweden

Participants: mid-career and senior civil servants (e.g. in government, the judiciary and central police and prison authorities) as well as lecturers at universities and institutes and representatives of non-governmental organisations from Albania, Armenia, Azerbaijan, Belarus, Bosnia Herzegovina, Bulgaria, Croatia, Georgia, Kazakhstan, Kyrgyz Republic, The former Yugoslav Republic of Macedonia, Moldova, Romania, Russian Federation, Serbia and Montenegro (including Kosovo), Tajikistan, Ukraine and Uzbekistan. Applications from other states will not be considered.

Application forms have to be submitted by 1 November 2004.
