يهدف التقرير الى رصد وتوثيق الانتهاكات وتقديم مؤشرات للجريمة ومساراتها سعياً إلى الإسهام في رسم سياسات ومعالجات من شأنها الحد من العنف والجريمة ضد الأطفال

اعتمد التقرير على رصد الانتهاكات عن طريق استمارة رصد خاصة صممها وطورها مختصون وخبراء ونفذها باحثون ومتطوعون ميدانيون في جميع المحافظات على مدار العام المنصرم 2009م وقد تم تفريغ وتحليل البيانات والمعلومات التي تم رصدها

تنوعت الجرائم والانتهاكات بين القتل والاعتقال والحبس والسجن والضرب و التعذيب الجسدي والاختطاف والاغتصاب وهتك العرض والزواج المبكر أو تزويج الصغيرات والاستغلال بأشكال مختلفة والتهجير والإهمال والتحرش وغيرها من الانتهاكات
