Summary:
During its 10th session the HRC adopted the texts of the resolutions, among others, on the draft UN guidelines for the appropriate use and conditions of alternative care for children; on human rights in the administration of justice, in particular juvenile justice; and on the implementation of the CRC and the OPs.
On the draft UN guidelines for the appropriate use and conditions of alternative care for children, the Council welcomed the progress made during consultations on the draft guidelines and decides to continue efforts to take action on them at its 11th session.
On human rights in the administration of justice, in particular juvenile justice, the Council emphasised the special need for national capacity-building in the field of the administration of justice, through reform of the judiciary, the police and the penal system, as well as juvenile justice reform; and invited Governments to provide for training, including anti-racist, multicultural and gender-sensitive and child rights training, in human rights in the administration of justice for those working in the field.
On the implementation of the Convention on the Rights of the Child and the Optional Protocols thereto, the Council called on the States that had not yet become States parties to the Convention and the Optional Protocols thereto to do so as a matter of priority, and to systematically assess any proposed law, administrative guidance, policy or budgetary allocation that was likely to have an impact on children and their rights, ensuring appropriate enforcement of their obligations under the Convention and the Optional Protocols thereto.
