Summary:
This report provides supplementary information on Bulgaria’s second periodic report on the implementation of the CRC. The report focuses on the violation of the right to education of children with mental disabilities living in institutions. These children were considered uneducable under Bulgarian law until 2002, when legislation was adopted to provide children living in these Homes with education. The report notes the failure of the government to fully implement these measures and ensure quality education in terms of accessibility, adaptability, acceptability, and non-discrimination.
