The Secretariat of the Human Rights Council presents its compliments to the Permanent Missions in Geneva, United Nations departments and bodies, specialised agencies, intergovernmental and non-governmental organisations and has the honour to refer to Human Rights Council decision 2006/103 according to which the purpose of informal consultations on the universal periodic review (UPR) is “to compile proposals and relevant information and experiences, to facilitate open-ended discussions …” (OP4). The same decision also requests the Secretariat “to compile the contributions of all stakeholders” (OP5).

At the informal consultation on UPR held on 2 August 2006 chaired by the Vice-President of the Human Rights Council, the Ambassador of Morocco, the Secretariat was requested to prepare such a compilation as soon as possible.

To enable the Secretariat to complete this work in a timely manner, those permanent missions and other stakeholders who have not yet made their contributions on UPR and still wish to do so, are kindly invited to submit succinct and concrete proposals on UPR to the Secretariat in an electronic form to the following address, ekountouri-tapiero@ohchr.org (and copy to ldolci-kanaan@ohchr.org), at their earliest convenience and no later than Friday 11 August 2006.

The Secretariat seizes this opportunity to remind all participants that two sections dedicated to the UPR and the review of the mandates and mechanisms have been created on the extranet page of the Human Rights Council, which include all contributions and other relevant information (http://info.ohchr.org).
