This report examines how the phenomenon of on-line grooming of children in Cyprus has spread and how it has influenced international and national legislations. It references the Australian, Canadian, Swedish and UK laws – all of which were born in advance of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse. The report also focusses on the countries which haven’t ratified the Convention yet and looks at how different countries are dealing with this issue. Bearing in mind the international obligations of Cyprus and based on the country studies, recommendations are made to introduce the crime of online grooming in the Cypriot Criminal Code.
