Children's Ombudspersons
The Office of the Commissioner for Children was created by the Commissioner for Children Act of 2003, but in reviewing the Office in its Concluding Observations of 2013, the Committee on the Rights of the Child noted that the funding for the Office was drawn from the Ministry of Justice. The Committee expressed concern that the conditions provided for the Commissioner were not in full compliance with the Paris Principles, particularly with regards to its independence and investigatory powers. The corresponding recommendations focused on ensuring that the Commissioner for Children is provided with “specific and separate human, technical, and financial resources as well as the immunities required for it to effectively carry-out its function, including dealing with complaints from or for children in a child-sensitive and expeditious manner.”
